Key Responsibilities
A. Training Design & Preparation
- Conduct a brief needs assessment with Badael and partner focal points to refine training priorities.
- Design a comprehensive five-day online Training of Trainers (ToT) on community oversight tailored to the Syrian context.
- Develop a complete training package, including presentations, facilitator notes, exercises, simulations, case studies, and handouts.
- Create tools and templates for community monitoring, social accountability, and participatory governance sessions.
- Share all materials with Badael for review and integrate feedback.
B. Training Delivery
- Deliver the five-day online ToT to staff members from partners organization.
- Facilitate participatory learning, group exercises, and practice sessions where participants apply tools and training techniques.
- Administer pre- and post-tests and adjust the delivery based on learning needs.
- Provide feedback and coaching to ensure participants are well-prepared to deliver community oversight workshops.
C. Post-Training Outputs
- Finalize all training materials for use by trained partner staff.
- Prepare a comprehensive ToT Training Report summarizing the process, learning progression, assessment results, challenges, and recommendations for implementation.
- Provide mentoring or guidance during the first implementation phase as needed.
Key Deliverables
- Five-day ToT agenda and methodology (Arabic).
- Full ToT training materials package (presentations, manual, exercises, monitoring tools).
- Delivery of the five-day ToT for Salam and CPG staff.
- Pre-/post-training assessments.
- Mentoring or follow-up guidance as needed.
- Final ToT Training Report.
Qualifications Required
- Advanced degree in public administration, political science, development studies, human rights, or a related field.
- Minimum of seven years of proven track record in training on community oversight, social accountability, transparency, or governance-related themes.
- Demonstrated experience in designing and delivering Training of Trainers (ToT) programs, preferably in fragile or conflict-affected contexts.
- Strong technical understanding of social accountability mechanisms, community monitoring tools, participatory governance, and citizen engagement approaches.
- Familiarity with local governance dynamics and civic structures in Syria.
- Ability to develop practical, applied training materials, including tools for community oversight and participatory facilitation.
- Experience providing mentoring or coaching to trainers during field implementation is an asset.
- Native-level Arabic fluency, with excellent communication and report-writing skills.
- English proficiency is an added advantage.
- Demonstrated commitment to feminist values, Do No Harm, safeguarding, and rights-based approaches.
- Ability to work remotely, meet deadlines, and coordinate effectively with Badael and partner organizations.
