1. Background
Badael e.V. is a non-profit organization dedicated to strengthening civil society and supporting justice-based peacebuilding and inclusive governance in Syria.
To ensure transparency, accountability, and compliance with international standards and donor requirements, Badael is seeking to contract a qualified and independent external audit firm to conduct its annual organizational audit and project-specific audits for the fiscal year 2025
2. Purpose and Objectives
The purpose of this engagement is to enable the auditor to express an independent professional opinion on whether:
- Badael’s annual financial statements present a true and fair view of its financial position and performance;
- Project-specific financial reports are accurate and in compliance with the terms of donor agreements; and
- Badael’s financial management systems and internal controls are functioning effectively and in line with International Standards on Auditing (ISA) and International Financial Reporting Standards (IFRS).
3. Scope of Work
The audit shall cover:
- A. Annual Organizational Audit:
- Comprehensive review of Badael’s consolidated financial statements for the fiscal year 2025;
- Assessment of compliance with Badael’s internal policies, statutory requirements, and donor regulations.
- B. Project Audits:
- Financial audits of specific donor-funded projects implemented by Badael during the same fiscal year;
- Verification of expenditures, revenue recognition, and donor fund utilization;
- Review of project-level internal controls, supporting documentation, and compliance with donor agreements.
The auditor will be expected to deliver:
- Annual audit report that includes the audited financial statements for the organization;
- Project audit reports in formats required by respective donors;
- Management letter summarizing key findings, risks, and recommendations for improvement.
Eligibility Criteria
Interested firms must meet the following minimum requirements:
- Legally registered and authorized to provide auditing services;
- Minimum of 5 years of experience auditing international NGOs and donor-funded projects;
- Proven experience in conducting audits for organizations in the civil society, humanitarian, or non-profit sector, preferably with prior experience or contextual understanding of operations in Syria.
- Experience with audits financed by EU, GIZ, or similar donors;
- Ability to conduct audits in accordance with ISA;
- Fluency in English (Arabic proficiency is an asset);
- Availability to commence the audit by 15.03.2026
Required Documents
Interested and qualified firms should submit:
- Company profile and legal registration documents;
- Technical proposal (approach, methodology, and timeline);
- Financial proposal (in EUR, inclusive of all taxes and fees);
- CVs of key audit team members;
- Evidence of relevant experience (at least two references from similar assignments).
